Summary

On June 6th, 2010 Senate Bill 1633, otherwise known as the "School District Transparency Act" was signed into law. This law, effective November 1, 2010, requires that the Oklahoma State Department of Education make available certain information on its website as pertaining to Oklahoma Public School Districts' expenditures, cost descriptions, amounts of funds spent, types of transactions, copies of credit card statements, and current per pupil expenditure figures. The database does not include voluntary payroll deductions for employees to receiving parties.

Statewide Per Pupil Expenditures

The National Center for Education Statistics (NCES) is the primary federal entity for collecting, analyzing, and reporting data related to education in the United States and other nations. NCES is a branch of the Institute of Education Sciences in the U.S. Department of Education and is authorized to collect data by Congress through the Education Sciences Reform Act of 2002.
States are required to report total revenues and expenditures. State Per Pupil Expenditure (SPPE) is calculated on net current expenditures and is the primary financial measure used in the formula to allocate Title I and other federal funds to state and school districts. Net Current Expenditures are calculated as follows:
Net current expenditures = current expenditures less tuition paid to individuals, transportation fees paid by individuals, Title I expenditures, Title I carryover expenditures, Title V, Part A expenditures, Title V, Part A carryover expenditures, food service revenues, district activity revenues, textbook revenues, and summer school revenues.

How Do I Use This Site

From this homepage, please first select the fiscal year in the drop down box in the upper right hand area. At this point, you can select State Reports, State Expenditure Details or District Reports to review. Within the District Reports area, you may then select an Oklahoma Public School District to review. The data for any visible report can be downloaded by clicking on the download link located in the upper right corner of the report.
